УТИЦАЈ ПАРТИЈСКЕ ИДЕОЛОГИЈЕ НА НИВО СОЦИЈАЛНИХ ТРАНСФЕРА У БИВШИМ СОЦИЈАЛИСТИЧКИМ ДРЖАВАМА

Сажетак

Аутор у раду анализира утицај базичне идеолошке поделе владајућих партија између левице и деснице на кретање нивоа буџетске потрошње у сегменту социјалних трансфера, у оквиру изабраног узорка од једанаест бивших социјалистичких држава Централне и Источне Европе. Више студија се бавило овом корелацијом у прошлости, углавном утврђујући позитиван утицај идеолошке компоненте на потрошњу, и то у очекиваном маниру: док су странке деснице резале потрошњу, левица на власти је обично водила експанзивну буџетску политику. Ипак, већина тих истраживања фокусирала се на развијене западне демократије, док је тек мањи број анализирао ову корелацију у случају пост-социјалистичких држава, а штавише, аутори потоњих студија су долазили до различитих, често супротстављених резултата. Налази овог рада потврђују главне хипотезе о вези партијског фактора и социјалних буџета: али, иако је партијска идеологија важна и утиче на ниво социјалних трансфера, постоје и други значајни предиктори потрошње у овој области: институционалне, економске и демографске варијабле.
