ANALYSIS OF NORMS AND PRACTICES FOR PREVENTING VIOLENCE AGAINST WOMEN IN SERBIA

Abstract

Gender-based violence is considered one of the most widespread and drastic forms of violation of women’s human rights and violation of human dignity and is one of the most common forms of discrimination against women. This paper focuses on presenting a set of internationally transferable standards important for the practice of social services with women affected by partner violence and to analyze national documents and guidelines for the actions of relevant institutions in cases of violence against women. The main hypothesis of the paper is that the adoption and ratification of international conventions, including the Convention on Preventing and Combating Violence against Women and Domestic Violence, is an initial step towards achieving the principle of zero tolerance for violence and integrates this principle into national policies crucial for development society. This study showed that in the Republic of Serbia there is a legal and institutional framework for the prevention of violence against women, but that strategic measures and laws are not sufficiently effective, ie comprehensive and coordinated in protecting women from all forms of violence.
