ЕВРОПСКА УНИЈА И КОНТРОЛА ИЗВОЗА ОРУЖЈА: ОГРАНИЧЕЊА И ПЕРСПЕКТИВЕ

Сажетак

У раду се анализира систем контроле извоза оружја Европске уније. У фокусу анализе су мере усвојене на нивоу ЕУ, којима се утврђује режим контроле извоза оружја држава чланица ЕУ према трећим државама. Ауторка у раду настоји да утврди да ли је усвајањем легислативних аката на нивоу ЕУ дошло до процеса европеизације, тј. промена у понашању држава чланица у области контроле извоза оружја и деловања у складу са задатим правним актима, које су затим условиле промену националних интереса и преференција. У циљу одговора на ово питање, рад ће бити подељен у три дела. У првом делу ауторка се бави теоријским одређењем европеизације. У другом делу рада се анализира режим контроле извоза на нивоу ЕУ, док се у трећем делу разматра имплементација одредби о извозу оружја од стране држава чланица. Закључује се да у области извоза оружја, упркос томе што су донети акти на нивоу ЕУ који предвиђају хармонизацију процедура држава чланица, није дошло до процеса европеизације. Усвајање и имплементација аката на нивоу ЕУ који се односе на контролу извоза оружја нису довеле до промене очекивања и деловања националних држава чланица, већ су израз материјалних интереса заснованих на промовисању извоза оружја.
