КРИТИКА ПРОПОРЦИОНАЛНИХ ИЗБОРНИХ СИСТЕМА У ДУБОКО ПОДИЈЕЉЕНИМ ДРУШТВИМА

Сажетак

Рад се бави теоријском концептуализацијом пропорционалног изборног система страначких листа у дубоко подијељеним друштвима и критиком упућеном на њихов рачун. У обзир се узимају постконфликтне или државе склоне конфликту са наглашеним националним, етничким, вјерским, расним или другим расцјепима око којих се формира поље политике и у којима се примјењује пропорционални изборни систем страначких листа. Циљ рада је да се изложе аргументи који иду у прилог критици пропорционалних изборних система страначких листа и њихових ефеката. Са обзиром да је изборни систем један од кључних механизама управљања конфликтима и постизања мира и политичке стабилности, сматра се да пропорционални изборни систем доприноси политичкој стабилности јер омогућава представљеност друштвених сегмената у парламенту. Ипак, постоје теоретичари који са различитих теоријско-емпиријских становишта критикују пропорционални изборни систем и сматрају да он још више продубљује социјалне расцјепе и нарушава политичку стабилност.
