ПРИСТРАСНОСТ КАО ПРЕПРЕКА ВАЉАНОМ ЕТИЧКОМ ОДЛУЧИВАЊУ У ЈАВНОЈ УПРАВИ

Сажетак

Рад анализира феномен пристрасног одлучивања у домену професионалног обављања јавних послова као једног од структурних узрока кршења етичких стандарда јавне службе. Полазна тврдња је да појава пристрасности у одлучивању није случајан или повремен чин појединих јавних службеника склоних злоупотребама јавних овлашћења, већ се корени овог феномена налазе у антрополошким и психолошким обележјима односа појединца у заједници. Тежиште анализе је стављено на противречности између захтева ваљаног етичког одлучивања и друштвених очекивања које пред јавног службеника као појединца стављају његова блискост са породицом, родбином, пријатељима и суграђанима. Сукоб јавног и приватног интереса и фаворитизам као његов пратећи феномен узети су као примери где ове противречности највише долазе до изражаја. Аутор закључује да су антрополошке и психолошке основе пристрасности процесом социјализације чврсто уграђене у личност јавног службеника, те стога морају да буду узете у обзир приликом осмишљавања нормативних и институционалних решења за јачање интегритета јавне управе у Србији.
