СРПСКИ ПАРЛАМЕНТАРНИ ОДБОРИ – КОМПАРАТИВНА АНАЛИЗА

Сажетак

Дуго су легислативне студије биле ван средишта политичке науке. Пад интересовања у теорији је одговарао општем уверењу о “сумраку парламената” (decline of legislatures) унутар политичких система. Међутим, последњих деценија оживљено проучавање скупштина, и посебно њихових одбора, поклапа се са започетим процесима свеобухватне институционализације парламената, првенствено кроз снажење утицаја одбора у периоду који се у литератури назива ”успон парламената” (age of parliaments). Стога, у овом раду, централно место анализе заузима најновији Пословник Народне Скупштине Републике Србије из јула 2010, а у њему положај и улога скупштинских одбора. Пре тога се указује на теоријске аспекте конципирања легислативно-егзекутивних односа, тј. одбора као главних агената који утичу на природу тих релација, а тек потом се разматрају структура, процедуре рада и овлашћења српских одбора у упоредном контексту, као и утицај политичких партија на њихово чланство и функционисање. Овај рад је покушај аутора да прикаже институционални аранжман српског парламен­та и процени реформске потенцијале одбора.
