The article examines the views of A.S. Budilovich concerning the situation in the North-western kray and guberniyas of Belarus during the Revolution of 1905-1907. The problems, related to the realization of the decrees of 17 April and 17 October 1905 in the territories in which there was a collision of the russian and polish nation-building projects, are analyzed. The article presents the arguments and evaluations of this specialist of interethnic and interconfessional relations in the Russian Empire.
