БЕЗБЕДНОСНА ПОЛИТИКА И СТРАТЕШКА ЕВОЛУЦИЈА ЕВРОПСКЕ УНИЈЕ

Сажетак

Еволуција улоге Европске уније у области безбедности и одбране, нарочито са развојем безбедносне и одбрамбене политике ЕУ и предузимањем цивилних и војних операција последњих година, указала је на нову амбицију држава чланица да «обликују» Унију тако да може да делује на међународна дешавања, да води проактивну политику као политичка и стратешка си­ла. Развој ове политике намеће многа питања: да ли је Унија на путу да постане војна сила и какав ће би­ти правац њеног развоја? Да ли присуствујемо рађању једне «Европе-силе» и да ли такав развој претпоставља нову равнотежу у евроатлантским односима? У овом чланку, настојаћемо да анализирамо покушаје ЕУ да развије оригинални стратешки концепт који ће дати rationae војним и цивилним операцијама које је ЕУ предузела у оквиру управљања кризама. Анализа ће бити усмерена на указивање стратешке хетерогености међу државама чланицама, које су ипак довеле до развоја безбедносне политике ЕУ (1), затим на разматрање Европске стратегије безбедности, као документа који је покушао да утврди стратешки правац развоја безбедносне политике ЕУ (2), као и на перспективе безбедносне политике ЕУ у одсуству јасних смерница стратешке еволуције ЕУ (3).
