ДЕЛОТВОРНИ МУЛТИЛАТЕРАЛИЗАМ ЕВРОПСКЕ УНИЈЕ: РАЗЛОЗИ УСПОСТАВЉАЊА И (НЕ)УСПЕХА У ПРИМЕНИ КОНЦЕПТА

Сажетак

Време глобалне међузависности и међуповезаности поставило је пред државе, али и друге актере глобалне политике, изазов промена и прилагођавања дотадашњих стратегија деловања. Такви захтеви нису мимоишли ни Европску унију чији је сложени апарат одлучивања често показивао тромост у времену када су биле потребне хитре одлуке. Европска унија је, препознавши промене у глобалном систему, настојала да кроз концепт „делотворног мултилатерализма“ одговори на постојеће изазове, али и да реши деценијске проблеме некохерентности у сопственом спољнополитичком деловању. Наше истраживање има за циљ да пронађе разлоге одабира делотворног мултилатерализма за поуздану „стратегију“ Европске уније у односима са светом, као и да путем емпиријске анализе истражи да ли је концепт произвео жељене резултате. Испитивање примене делотворног мултилатерализма у пракси биће вршеo кроз анализу деловања Уније у „Мадридском квартету“, приликом реформе Уједињених нација и током кризе у Либији.
