ЛОКАЛНА САМОУПРАВА У КОНТЕКСТУ МОДЕРНИЗАЦИЈЕ

Сажетак

Овај рад у основи разматра питања модернизације, локалне самоуправе и децентрализације у актуелним теоријама политике. Основни циљ аутора је да укажу на неке теоријске поставке базиране на аргументима да је реформа локалне самоуправе једна од критичних тачки како друштвеног, тако и политичког развоја. Кључни стандарди у овој области су регулативе ЕУ, али и конвенције регионалних организација. Поменути стандарди и процеси унификације широм Европе значајно су променили територијалну организацију и локалну самоуправу у свим транзиционим системима. Модернизација локалне самоуправе, укључујући ло­калну демократију, грађанску партиципацију и нове форме управљања, у складу са поменутим европским стандардима и даље остају један од најважнијих циљева у интеграцијама.
